It is usually against state law to remove “anything” from a park. Here in Ohio, we cannot even take seed pods from native plants.
You could call the parks and recreation department of your city and ask them, they would be glad to help you out.

As the Mosquito fish are not native to California, and are probably considered an introduced pest, it may be OK.
If you want to be sure, phone the park dept that administers that park, and ask them.
Otherwise, wear a high vis vest and carry a clipboard, then anyone that sees you will think you are supposed to be there
