Would it be illegal to put some trout in a fountain in a public park and then fish them out (in St. Paul, MN)?

Just thinking it would be hilarious to see somebody pulling trout out of a fountain in a public park downtown…

Yes. Unless you get a permit.

Yep, usually…cause once the fish are in the fountain then they become the municipalities property and are governed by municiple ordinance (which usually prohibits hunting and fishing inside city limits) but, if it doesn’t and if you have a legal fishing license, then you could. However, most towns have a catchall ordinance to get people they don’t like….usually worded along the lines of ” it shall be illegal to engage in any activity that becomes a spectacle which could diminish the stature and respectability of the municipality or shall interfere with the proper decorum and traffic customary to any particular locale”

It would be funnier to see somebody pulling out a lobster trap full of lobsters. And yes, there’s probably some law against hunting/fishing in city parks.
