What is the best campsite around big bear or lake arrowhead?

I’m taking my little brothers camping they’re 13 and 15. We want to be able to camp out in a tent and go fishing.

At big bear lake, Serrano campground on the north shore would be my top choice. The place is booked solid for most weekends through summer.
Near the lake not far from Fawnskin is Hanna Flat my second choice.
Near Jenks lake is barton flats, san gorgonio, south fork and Hart bar. all these are near jenks lake and the Santa ana River.
Top choice is South Fork on the Santa ana River
All fill up quickly.
