Lets first start with your solenoid.Is it a 3 or 4 post ?If it is a 3 post the main positive cable from the battery goes to 1 of the large terminals.(don’t matter which 1) The large wire from the starter goes on the other large terminal.The small wire from the ignition switch goes to the small terminal on the solenoid to energize the solenoid when you start the engine.Now if you have a 4 post solenoid you need a wire from the other small post to a good engine ground.If you wire it this way and all you get is a click then you have a bad solenoid.

First check all connection, loose or corrosion may be part of the problem. Solenoid is likely a problem, may need to replace. But since you can start the engine with key off by jumping across terminal re-check and insure it is wire correctly.
