Does anybody know if there is any federal assistance available in the form of loans or grants to set up a windmill or solar paneling in a private residential house?

There are no federal grants or loans, however there are extensive tax credits from the federal government, as well as rebates and other programs available at the state, local, and sometimes utility level. In addition to those incentives, many jurisdictions also exclude the value of renewable energy systems from your property taxes.

The federal government offers a 30% tax credit, which can be used in combination with the state incentives. Your local solar installation company will have all the information you need. Look up Solar in the yellow pages. Make sure you use the pros. There are a lot of do-it-yourself kits out there which are great at burning down your house.
