if solar electricity is competitive, then it’ll be used.
desalinization doesn’t care how the electricity it uses was generated.
mind you, i’m in favor of using something other than coal and oil, however, if i was smart enough to run a business, maybe that’s what i’d be doing.
most certainly i’m not qualified to tell someone else how to run their business.

The problem is that somebody has to pay for it.

I guess u need money and technology for the plant and money also for solar pv panels which are very expensive .
