There is a product at most major building material/ paint stores called Naval Jelly that you brush on let sit for a short period of time then rinse dry, and of course seal. It is pink in color and somewhat gelatinous.
I would suggest you use a combination of a sanding sponge, steel wool and wire brushes unless you have free access to a sand blaster. I would then spray it with either a good Rust converter or a good primer that has a Rust converter in it. I believe at least one of Rustoleum’s primers can be used over light Rust.
