Many people have built their own travel trailers (TT). You just have to get them licensed for the road and to do that you will need to contact your local DMV office to see what is required.
Good luck.

Yes, in some cases.. it strongly DEPENDS ON WHERE YOU ARE!!!! Russia will have different laws than Australia. Tennessee is different than Washington DC.. So, with what you have provided there is no way to answer you with an accurate answer.

Sure. Google “build your own teardrop trailers” and you will see some examples of nifty little compact travel trailers and also sources to get components for them

In many states (USA), you just have to take a home made trailer to the local sheriff to have it safety approved – then you can get a license for it from your local Dept of Motor Vehicles.
I would start with the steel frame, axle(s) and lights. Dual axle trailers pull easier, and don’t bounce around as much. I would use at least one axle with brakes. Once the frame is done, then I’d get the safety approval for the home made trailer. Then I’d finish it out as a travel trailer, and get the license. (Some states license camping trailers differently from flat bed/farm trailers.)
