Oregon does not differentiate between able bodied and disabled when it comes to licensing. Here are the current license rates in Oregon.

They may have some areas set aside on certain waters to enable disabled folk to access the water
Oregon does indeed give out disability licences, and they cost nothing. They have rather strict requirements though, and you need writen proof and have to go to an ODFW office. Fish and Wildlife)
