I need help with my roses. Can someone tell me about these types of bugs?

We just moved from Oregon to South Carolina. When in Oregon, we planted many roses in our yard. We never had to spray or worry about bugs. We wanted to bring that beauty to our new home so we ordered some roses from Oregon and planted them this past weekend. I know we are going to have to treat but I was wondering about these little black caterpillar like woolly things that are camping out on our leafs. Will these harm the roses? It’s pretty warm here but we haven’t had many bugs yet other than these things, and I was hoping to wait. If so, what can I spray? Does anyone have any suggestions as to what I can use on my roses in general?

    sounds like Tent Caterpillars? it could be them.
    spraying soapy water usually kills all insects off of rose bushes and never harms the plants themselves (that’s what I do!)
    i’ve added a link if you want to know more about Tent Caterpillars… It might not even be the same caterpillar after all.
    it also has remedies for the situation at the bottom, which also says soapy water :)

    Just spray or dust with an accepted insecticide and everything will be OK. You are also in the range of getting a dose of Japanese Beetles a bit later in the summer and the way to avoid them is to continue spraying or dusting. The “Knockout” roses are not bothered much by insects and neither are the wild roses like the cherokee Rose or the old fashion rose Seven Sisters.
