Is there a NY state law that requires kids at summer camps to be monitored everywhere they go?

I’m at a music camp at a college in upstate New York. The counselors here say that a New York state law prohibits the campers from walking about freely on campus, saying that we must always be with a counselor, except for when we’re in the dormitories. I can’t find anything about this law on the internet. Does it really exist? If it does, it’s absolutely ridiculous.


Since the counselors are legally responsible for your wellbeing and health, if they are not monitoring you and something goes wrong, they can be sued and they dont want that. So to answer your question, yes.
New York State Education Law ยง2801 (2)(b). That’s one example. There may be specific laws regarding chaperones but those are usually left up to the local school boards. The NYSEL is very broad allowing for a variety of procedures and policies to be implemented to protect the safety and welfare of it’s students.
Of course you can have a little fun with being chaperoned everywhere and keep yours quessing. Tell them you’re “thinking of making a run for it”, that you “wonder how often the library building gets tagged” because you’d like to show off your other artistic skillz, and ask “is it true that if you drink vodka no one can smell it on your breath – because a bunch of the kids are wondering.”
