You can camp anywhere you please, this world is all of ours. Just take saftey precautions.
Doran Beach in Bodega Bay is the closest you can come to camping on the beach. There are tent spots on the back side of the dunes where you can pitch a tent. Or if you have an RV, then down by the jetty. They have spaces right next to the sand(no hook-ups). If you do pitch a tent, you do have to say within boundaries and can not put your tent down on the other side of the dunes. But never the less Doran is awesome. One thing to know is it can get windy at Doran. But if your into wind surfing, regular surfing or kite flying, it is ideal. Right now is the best time to camp there.
Also you can camp right on the beach at Pismo, but most do that with an RV and a dune buggy.
Point Reyes National Seashore: Point Reyes offers four hike-in campgrounds and boat-in camping is allowed on national seashore beaches on the west side of Tomales Bay, beginning north of Indian Beach in Tomales Bay State Park. There is no car camping at Point Reyes National Seashore.
