how do i fix the roof on my camper?

its leaking and i sealed it with tar stuff and it still appears to be leaking, should i just build another roof on top of it? if so how? i dont want it comming off when im going down the road.
or is their something elso i can do?
its a 23 foot standard type, not a pop-up.
If I were you I’d just stay put. If it starts raining just hide under an umbrella until it stops.

try going to a mobile home shop and get the silver roof coating this also reflects the sun keeping things cooler and runs into cracks etc and stays flexible. cheaper and easier than new roof, also lighter consider gas mileage.
you will need to take off tar , dont keep coating as you might never get the leaks stoped, also check all through roof fittings for integrity.
