If you key the cover first with 1000 wet and dry or you can use a grey scotch pad with soap and water. then use aerosol plastic primer (these are available at most bodyshop suppliers)
then you could clear lacquer over your design and over the entire cover.
as for the paint for the design its self if you use a solvent based car paint such as cellulose it shouldn’t react with anything on the cover at the moment or the lacquer.
