What can I do to get an RV (not mine) that has been parked for a couple of months now out of the parking space?

So for a couple of months now my neighbors have had a large RV parked in a public grass area used for parking for a couple of families around it. The RV takes up the majority of this space and leave only room for two more cars and one of these spaces is taken up by their car. What can I do to finally get my neighbors to move their RV because asking them about it does nothing.
Call the cops. As far as I know u can’t park a vehicle in a public spot for more then 3 days in a row without moving it
Legally, nothing. All it takes is for them to move the RV AN INCH once every 72 hours. they won’t get a ticket or it wont get towed if that’s what they’re doing. I doubt it’s in an illegal parking spot either.
