Use an orbital sander with a fine grit sandpaper. (ask a local body shop what grit to use.)
Power washing will only remove dirt. It will not remove paint. And even if it did, new paint will not adhere properly to any vehicle unless it is prepped with sandpaper.
This may be labor intensive, but it is the ONLY method that will remove the old paint, and ensure that the fresh paint has a good surface to adhere to.
Remember to wash or wipe down the roof after sanding so you get all the old paint dust off.You may or may not have to user a first coat of primer.
If your RV is a Gel Coat surface, that is Gel Coated Fiberglass, you may be able to use a polisher like the Porter Cable 7424XP with some Gel Coat Labs Fine Cut Polish and brighten up the paint.
