Is it illegal to live in an RV parked on the street?

There is this RV parked on the street that i have never seen before and I started seeing it a few weeks ago…And I don’t think they were originally from my area. So I wanna know if its legal for them to do that?
I saw people comin in and out of there as if they lived there and never seen them go into any of the house around here…

There are so many front lawns in Lompoc CA with tons of junk cars, trucks, boats, campers, trailers, and in the street also that never move, have body damage, and the cops and city refuse to do anything about it.
